Please be sure you are using the latest edition of ESS 5.1.19

It has much improved ms windows instructions compared to about two versions ago.
In the file ess-5.1.19/README, go to line 491 for the Windows installation
instructions. Don't use the Unix instructions.

The file .emacs should be in your home directory. You should also have
an environment variable HOME telling where your home directory is.

The W2000 defaults to c:\ as your home directory. This is a poor choice.
I use d:\rmh\ as my home directory. Pick something equivalent that is
consistent with your setup. You can define HOME at the DOS level or
you can do it from within emacs in the *scratch* buffer with
(setenv "HOME" "d:\rmh") ;;; pick right value for your setup.
Once HOME is defined, then find .emacs with
  C-x C-f ~/.emacs
If it comes up empty, then just put the relevant initialization lines
in it and save it.
