Sorry, I had the slashes going wrong in the previous mail.  Here is the
whole thing, with correct (forward) slashes.

To create the .emacs file:

>From within emacs type 
  C-x C-f ~/.emacs RET
then place the line
(load-file "c:/path/to/ess-5.1.18/lisp/ess-site.el")
in that file.  Make the path correct for your setup.
Save it with
C-x C-s
