install ESS on win-32

there are two separate issues.

1. on the windows machines: DO NOT attempt to run make.  Just start using
ESS directly from the unzipped directory.

Please get ESS 5.1.18.  The version of ESS in 5.0 is very old and doesn't
have many improved features.  One of the new features is an improved set
of instructions for running ESS on windows.

Here is the short version from doc/README.SPLUS4WIN

The easiest way to install ESS on Windows machines is to place the
unzipped directory tree on the machine in, for specificity,
  c:/emacs/ess-5.1.18/
Then add the following line to your ~/_emacs (or ~/.emacs) file:
  (load-file "c:/emacs/ess-5.1.18/lisp/ess-site.el")

"For Microsoft Windows installation"


2. R does not work correctly with ESS on W2K (and maybe NT).  The next release
of R is supposed to fix that bug.
