install ESS on win-32

The trick for running ESS on a pc is that you don't compile it.
just start using it. On emacs on the PC (and I assume on xemacs)
all you do is add one line to the .emacs file and the installation is
complete.
Here is the relevant information from the ESS 5.18 README.SPLUS4WIN file.
INSTALLATION
============
The easiest way to install ESS on Windows machines is to place the
unzipped directory tree on the machine in, for specificity,
c:/emacs/ess-5.1.18/
Then add the following line to your ~/_emacs (or ~/.emacs) file:
(load-file "c:/emacs/ess-5.1.18/lisp/ess-site.el")
repeat: do not run makefile on a PC!
these instructions were revised in ESS 5.1.18. the older instructions
were less clear.
